Detailed from NASA to the U.S. Global Change Research Program (USGCRP), reporting to the Executive Director of the USGCRP of the White House Office of Science and Technology Policy (OSTP), Executive Office of the President, with oversight from the Subcommittee on Global Change Research (SGCR) under the Committee on Environment and Natural Resources of the National Science and Technology Council (NSTC).

Provide technical expertise to plan, direct, manage and lead the development of the Global Change Information System (GCIS), a new information system that will provide a unified web based source of authoritative, accessible, usable, and timely information and data about climate and global change for use by scientists, decision makers, and the public. Implement prototype of the system to support the Third National Climate Assessment, and provide strategic vision, describing possibilities for the future of the system.

Coordinate between a complex arrangement of participants from throughout the agencies of the USGCRP and in particular the NCA Technical Support Unit (TSU) run by NOAA's National Climatic Data Center (NCDC), the USGCRP National Coordination Office (NCO) and the White House Office of Science and Technology Policy (OSTP).

Technical Lead and Element Manager, Suomi NPP Science Data Segment (SDS) Ozone Product Evaluation and Test Element (PEATE) (2004-2012) Provide overall direction and oversight for system development, testing and operations, algorithm integration and testing, and data quality assessment. Plan, manage and direct budgets and resources. Coordinate activities and interfaces with the NASA Science Data Segment and overall NPP project.

Technical Lead and SIPS Manager, OMI Science Investigator-led Processing System (SIPS) (2001-2012) Provide overall direction and oversight for system development, testing and operations, algorithm integration and testing, and data quality assessment. Plan, manage and direct budgets and resources. Represent NASA’s Science Team on the International OMI Core Team with responsibility for overall OMI ground data processing. Support key flight project decision points on behalf of the ground data processing system and participated in numerous technical reviews, both for the U.S. system components and the international system components. Support numerous component, integration and system tests, including end-to-end testing prior to launch. Lead for the OMI-SIPS component of the LANCE (Land Atmosphere Near real-time Capability for EOS).

Technical Consultant and System Engineer, Invasive Species Forecasting System (ISFS) project, a collaboration between NASA and USGS. (2001-2002) Provided system engineering of the ISFS, producing system engineering documents including System Requirements Document, Concept of Operations, Software Engineering/Development Plan, Software Design Document, Test Plan, Configuration Management Plan, Risk Management Plan, and Quality Assurance Plan.

Lead system architect, MODIS Data Production System (MODAPS) (1999-2001) Designed and developed the MODAPS, a highly complex and sophisticated computer based subsystem of the EOSDIS. Building on the heritage system, evaluated, tested and developed proposals for applying new hardware and software to the MODAPS. Provided technical expertise and direction for the development team. Extended the monolithic processing system architecture to a low-cost commodity cluster based architecture enabling rapid, low cost expansion of MODAPS.

Chair of the Federation of Earth Science Information Partners (ESIPFed) Data Stewardship Committee (2011-2014) and Executive Committee Member.

Served as an invited reviewer of the U.S. CODATA and the Board on Research Data and Information (BRDI) report "Out of Cite, Out of Mind: The Current State of Practice, Policy, and Technology for the Citation of Data" authored by the CODATA-ICSTI Task Group on Data Citation Standards and Practices and edited by Yvonne M. Socha.

 2014 Awarded the AGU/ESIP Charles S. Falkenberg Award in recognition of contributions to the "quality of life, economic opportunities and stewardship of the planet through the use of Earth science information and to the public awareness of the importance of understanding our planet."

2014 Received the OSTP Award for Excellence for "Outstanding Contributions to the Third National Climate Assessment" signed by John P. Holdren, Director of the Office of Science and Technology Policy and Science Advisor to the President.

2009 Received the NASA GSFC Information Science & Technology Award for significant contributions to Goddard programs and projects in the areas of information science and technology and my roles in the MODIS Data Production System.

2008 Received the NASA Exceptional Achievement Medal for "developing a data system that has substantially improved processing of the ozone record from 4 decades of satellite observations."
